Hong Kong Riftbound Judge Roster
TopCut HK rules judge certification: a three-tier community exam track aligned with official L1 preparation — the starting point for Hong Kong players heading into the official programme.
Direct answer
The Hong Kong Riftbound judge roster lists community rules judges certified through TopCut HK’s three-tier exam track — shop owners use it to recruit tournament judges, and it doubles as the starting point for the official L1 exam.
How to become a judge: three tiers
The track aligns with the official framework (Riot/UVS L1, referencing the mature FAB programme): permissions (role) and qualifications (tier) are separate tracks — this page covers qualifications.
Tier 0 — Entry
Covers the Core Rules: open exam with unlimited retakes, ensuring every candidate has a solid grip on the fundamentals.
Tier 1 — Official L1 Preparation
Aligned with the official L1 exam: two papers — Rules and Tournament Policy — on the 85-point format (FAB L1 reference). Passing means you are ready to sit the official L1.
Tier 2 — Towards L2
Beyond the exam, this tier requires a tournament-judging record (eventsJudged) plus an answer-adoption-rate threshold — mirroring the official L2 “competitive event experience + recommendation” requirement. Official L2/L3 exams are not live yet; this tier prepares for when they are.
Official L1 Application
The official Riftbound Judge L1 exam (Riot/UVS) went live in January 2026. Once you pass Tier 1 here, the next step is applying via the official page:

FAQ
How do I become a Riftbound rules judge?
TopCut HK runs a three-tier community exam track: Tier 0 covers basic rules (free-retake open exam); Tier 1 prepares you for the official L1 exam with two papers — Rules and Policy — on the 85-point format; Tier 2 adds a tournament-judging record and an answer-adoption-rate threshold, aligning with the official L2 direction. Passing puts you on this roster.
Where do I sign up for the official Riftbound L1 exam?
The official Riftbound Judge L1 exam is run by Riot / Upper Deck (UVS) and went live in January 2026 — sign up at riftbound.gg/judge-program. This roster is TopCut HK community certification, not an official credential — though the Tier 1 track is designed specifically as L1 preparation.
What is the judge roster for?
The roster shows each certified judge’s tier, event clearance level and total events judged. Shop owners can use it to recruit a suitable floor judge for store tournaments by district and level; players can also find judges to ask rules questions.
Is this roster official or unofficial?
Unofficial. TopCut HK is a Hong Kong player community platform with no affiliation with Riot Games or Upper Deck (UVS); the community exam track is our own programme to help Hong Kong players prepare for the official exams. Only certification via riftbound.gg/judge-program counts as official.
